The Governor's Office of Small Business advocates in favor of legislation, administrative rules, and policies that support veteran-owned small business, and conversely, advocates against regulations that stand to inhibit veteran owned small businesses. Currently, this includes ongoing communications and outreach with the Texas Comptroller of Public Accounts' Texas Procurement and Support Services Division (TPASS). TPASS is beginning to draft amendments to the state's HUB program in order to include 20% service rendered disabled veterans. The Governor's Office of Small Business communicates with TPASS on a regular basis to obtain updates on the status of this process. In addition to meeting with TPASS to provide feedback and insight into how proposed rules will affect veteran owned small businesses, the Governor's Office of Small Business plans to provide comments for the record through the Texas State Register if necessary. This same process is followed for all state agencies that promulgate rules that stand to affect veteran owned small businesses.
The Governor's Office of Small Business also enlists the cooperation and assistance of public and private agencies, businesses, and other organizations to disseminate information about the programs and services that benefit veteran owned small businesses. One of the many ways that this is achieved is through the various veteran-focused Governor's Small Business Forums held annually. The forums feature speakers from organizations which have programs that assist veteran owned small businesses. Information on organizations that provide assistance to veteran owned small businesses is also achieved on a case-by-case basis in response to individual veteran owned small business inquiries. Ultimately, the goal of the Governor's Office of Small Business is to help veteran-owned small businesses to participate in, and make use of the various programs that are available to them.
The Governor's Office of Small Business works on an ongoing basis to assist veterans in identifying financial and other resources available to fund their small businesses. This includes working with various relevant organizations to identify financing programs that aid veteran-owned small businesses.
The Governor's Office of Small Business works to provide assistance to veteran owned small businesses by identifying business opportunities available through the state and federal procurement process, as well as procurement opportunities available in the private sector. As part of this process, assistance is provided to veteran owned small businesses in obtaining the necessary registration or certification(s).
Additionally, the Governor’s Office of Small Business works closely with the below entities on various veterans employment and education initiatives and in assisting in their mandated roles as the state-appointed advocates for Texas veterans in securing the benefits rightfully earned in exchange for their service in our nation's armed forces.
